Philly TAP is made possible by a federal grant from the U.S.
Department of Education. In November 2006, the School District of
Philadelphia was granted a Teacher Incentive Fund (TIF) grant
initiative to pilot a performance-based staff development and
compensation system that provides teachers and principals
incentives tied directly to student achievement growth and
classroom evaluations. The TIF funding supports Promoting
Excellence in Philadelphia Schools, implemented via the TAP
system.

The Teacher Incentive Fund annually provides funding for school
districts and states to develop and implement innovative ways to
provide financial incentives for teachers and principals
who close the achievement gap in some of America's
highest-need schools.
